Power Brake Booster malfunction

The brakes on my 1954 Series 62 do not release completely while the engine is running.  With the engine off, I can push her easily around my garage, but with the engine on, the car does not move.  In other words, when the engine is producing vacuum, the brakes are on.  With the engine off and no  vacuum, all is normal.  Coasting along in neutral, the car will come to a stop, as if I have my foot on the brakes.

Any ideas?  A friend suggested a check valve malfunction.  Whatever it is, can it be repaired?

Caddy Reproductions offers a Power Brake Rebuild kit for my year Cadillac, but I do not know if rebuilding it is the solution.

On the CLC forum, a number of  people have stated that  they cannot find check valves for later model Cadillacs, so  I am wondering how available parts will be.

Otherwise, the brakes perform normally, that is, the car stops straight and true.

Sounds like the check valve to me as well. Check with Ed Strain. He rebuilds our brake boosters all day long.
