It does have that black and white interior though. Im always amazed how many came through without air. Especially a flw.

Black and white interior, yes, but cloth seat inserts appear to be done in velour retaining the original leather.  Underneath is pretty scaly.  Looks like a new exhaust is in order.  Seals everywhere.  Carburetor looks like it's leaking like a basket.

$9500, tops.

If the paint is good and it just needs tires, maybe exhaust and a carb gasket then it isn't that too bad.  Yes, $16500 is kinda high seeing it needs some money thrown at it right away.   I sure wouldn't drive on tires bought in 1999. 

Can't really say how good or bad the upholstery is without seeing it in person.    I think if you could get it for 10-12 you still wouldn't be too deep into it to sort it out.     

I haven't looked at an Old Cars Price Guide in years to see what current values are.   It's so hard to put a value on cars as everyone stands on its own.
